Update NewConfigWithOptions to return a Config value instead of a
pointer. Add a validation check in VerifyConfig to ensure that KeyID
and KeyPath are both present if either is specified.

BREAKING CHANGE: NewConfigWithOptions return type changed from *Config to Config.
